
Latimer, the development arm of Clarion Housing Group, has submitted plans for its flagship, 7,750-home Tendring Colchester Borders Garden Community scheme in Essex.

The submission comprises both an outline and a detailed application for its initial stages, including more than 800 homes, the first phase of a rapid transit system and a public quarter providing community activity and local employment.
The homes would be split between three walkable neighbourhoods shaped around public transit routes, with a 30% allocation for affordable housing, including homes for rent, social rent and shared ownership.
The proposals also include four primary schools, one secondary school, mobility hubs, health hubs and a civic common including cultural venues and a community hall.
Around half of the scheme will be allocated for open space, with 30km of mature retained hedgerows, restored woodland and a country park spanning around 150 acres.
Clarion said the development would support the creation of more than 8,000 jobs during construction, as well as over 6,000 full-time jobs upon completion.

Clarion chief development officer Richard Cook added: “This submission marks a major step forward in delivering a flagship new garden community for Tendring and Colchester, and a landmark moment for Clarion.
“Housing associations stepping into the role of master-developer is nationally significant, as it demonstrates how organisations with a social purpose can create large-scale, well-designed communities, expertly meet local housing need and create lasting social and environmental value.”
The plans were shaped in collaboration with Tendring District Council, Colchester City Council and Essex County Council. Construction dates and costs have not yet been disclosed.
